Great post! You make a lot of good points as to why taking a QB is risky. IMO, every player drafted comes with a risk. There is no such thing as a slam dunk prospect.
My overall feeling at pick no. 2 is the Giants should take a QB. If they don't like any of the QBs available after Cleveland makes their pick (assuming it's a QB), then they should trade down a few spots and acquire more picks, but still be in position to get one of Barkley, Chubb or Nelson.

Reflecting on everything I guess a big part of my position is based on the fact that I really believe this team isn't that far away. Yes we went 3-13 and you are what your record says you are but basically the same team went 11-5 the year before. So which grade does the team get? Maybe somewhere in between. I'm not saying we can win a Super Bowl next year but I really believe, as DG has said and Shurmur has said, that Eli has some years left. IMO he has about 2-3 years left of good performance. On top of that we have OBJ in his prime, we are locked in on some contracts on defense. In other words its not a rebuild. The big area of weakness the last few years has already improved and whoever we draft will continue to improve it (the oline). I really, really believe that by adding someone like Barkley we could pull what the Cowboys did when they went 12-4 after going 4-12. Maybe not as good but I don't see a reason, injuries aside, why we cant go 10-6 next year with Barkley and compete for the playoffs. Then the following year the expectations will be super high.
I just think we play to win and this team isn't in a complete rebuild like some other teams are where in that case yeah take a chance on a QB until you hit on one. I think we are closer to competing than we are to rebuild. So in that scenario I'd rather roll the dice on Barkley, trying to win now and worry about rebuilding and finding a franchise QB later and actually have confidence that Shurmur and the weapons on offense can make Webb look good.
