This is a really good assessment.
There's a scientific / mathematical method that's been used lately to measure football players athleticism called RAS - Relative Athletic Score. It basically takes a bunch of measurements and tests and mixes it all together in some nerdy way compared to other players at the same position to produce a 1-10 score rating.
Carter scored the highest in the entire draft class with a perfect 10 score. (Barkley was 4th).
Only a handful of players have score a perfect 10. Marshawn Lattimore, Cam Newton, Taylor Lewan, and Calvin Johnson to name a few.
Carter is also the only linebacker to ever score a 10. Luke Kuechly was a 9.9, Von Miller was a 9.7, Brian Urlacher was a 9.2.

This puts into perspective his level of athleticism. This also brings into question his production. Why did a guy with such great athletic ability not produce better in college???
There could be a number of reasons:
Maybe bad college coaching
Maybe he's developing slow as a football player
Maybe he's a slow learner
These are all acceptable reasons that our pro coaches can work with to develop him into a star.
However:
Maybe he lacks determination
Maybe he lacks intelligence
Maybe his work ethic sucks
These are all reasons that could turn this kid into a bust.
His ceiling is incredibly high but there's definitely some question marks here. Only time will tell.
