Some are still missing the point. Spotrac and OTC do not actually measure 'capacity' in those rankings. Those rankings are as Eddie rightly points out, are "fluid". OTC and Spotrac do not account for everything. Those rankings are a measure of surface area only.
Teams that have automatic restructures available to them (like the Giants do in all of their contracts) have more in reserve that they can access instantly without even asking anybody's permission. The Giants set up their cap management that way. Other teams are maxed out of those reserves. Among teams that manage the cap differently, it's not an apples to apples comparison.
Look at Lane Johnson's salary vs his signing bonus for example. His salary is 0. Is he playing for free? No. Of course not. The Eagles put his entire salary ...100% of it as signing bonus so it does not affect their cap (as much). Compare that to salary and signing bonus of Andrew Thomas for example....

If you look at those two salaries vs. signing bonuses as an example, it should become very obvious that the way the two teams operate is apples and oranges and that any spotrac or OTC ranking of so called "cap space" is silly. If the NYGs wanted to they could make Andrew Thomas salary much much lower (automatically without even asking) than 14k this year, like the Eagles have already done with Lane Johnson.
If you look at the NYGs base salaries they are high compared to the Eagles across the board. Almost all of the NYGs salaries can be lowered to free up cap space as needed.
