The question that matters most concerning Simmons is what kind of pass rusher is he or expected to be? If you give him a decent but not spectacular pass rush grade, I don't think you take him at 4. To take him at 4, you have to think he is a game changer as a pass rusher, but is he a dynamic and super-talented pass rusher? I've watched some film and I don't see the evidence for it.
If he is another L.Floyd, and L.Floyd is a good player, do you take Simmons at 4? I like L.Floyd but I wouldn't use the fourth pick on him.
As far as the trade down scenario goes, Gettleman doesn't trade down and so I'm going to stick with the reality of the situation, which is the Giants will take a player at 4. Most people have Burrow, Young, and Okudah going 1, 2, and 3.
The tackles Andrew Thomas and J.Wills are interesting prospects. They may move up or down the board as we get closer to the draft. I think the Giants need to go OT, a player who will help Barkley and Jones. I need to watch more A.Thomas tape. He seems better as a pass blocker than run blocker. Regardless, the Giants need to do their homework on the offensive tackles and determine if there is an OT that they can't pass on at 4.

No interceptions for Floyd in his career in college. Simmons had 3 this season. Just completely different players and Simmons is by far the more accomplished player and better talent. Butkus winner this year too (he deserves it with those stats! Unreal!).
